Based on the joint analysis of the Balance Sheet, Audit Report, and Annual Budget, it is evident that the Vannappuram Grama Panchayat allocates a substantial amount of funds for infrastructure development, drinking water projects, and housing construction. However, the Audit Report highlights that the panchayat is incurring revenue losses amounting to lakhs of rupees due to errors in property tax assessment, failure to properly collect taxes from CBSE schools and resorts, and delays in auctioning public properties. Furthermore, because development grants have not been fully utilized within the stipulated deadlines, the panchayat faces a critical risk of losing a significant portion of its development fund (approximately ₹45.39 Lakhs) in the upcoming years (2026–27).
In summary, to successfully execute the large budget outlay of nearly ₹27 Crores and its associated development projects for the upcoming 2026–2027 financial year, it is vital for the panchayat’s sustainable progress to rectify past accounting discrepancies and urgently recover the revenue losses identified by the audit.
